Shipping a Car to Illinois: New-Resident Vehicle Checklist

The clear answer

Illinois instructs new residents with vehicles properly registered in another jurisdiction to apply for Illinois title and registration within 30 days of establishing residency. Prepare the ownership and transaction records before delivery, and confirm which taxes and emissions requirements apply to the actual vehicle.

Identify the correct application

Use the Secretary of State's new-resident instructions for the title and registration application and supporting records. A title-only transaction for a vehicle not operated on public roads is different from registering one for road use.

Check the names on the title, current registration, and application. If a lender holds the original title or the car is leased, ask what documents and authorizations are needed before your office visit.

Distinguish an existing car from a recent purchase

Tell the office whether you are bringing a vehicle already registered to you or a recently purchased vehicle that has not been registered. Private-party and out-of-state dealer purchases can require different tax forms and supporting records.

Keep the bill of sale, purchase agreement, prior registration, and tax-payment evidence where applicable. Do not assume the same form or tax treatment applies to every vehicle arriving by truck. The shipping invoice records transport costs, not the ownership transaction.

Check emissions obligations

Use Illinois EPA's vehicle emissions program to check applicability and any required testing or compliance action. The requirements are not identical for every address and vehicle in Illinois.

Ask how a move or new registration affects your vehicle's testing status. Do not ignore a testing notice or assume an out-of-state inspection automatically satisfies Illinois. Resolve an existing compliance problem before relying on an expected registration renewal.

Coordinate delivery and legal road use

Confirm insurance and the validity of the current plates during the move. If registration expires before arrival, obtain advice about lawful movement or temporary authority before driving the car from the delivery location.

At handoff, inspect the vehicle, note any newly observed condition issues, and keep photographs and the signed transport report. Complete the state transaction separately and retain proof of submission. A shipping delay does not automatically extend the registration deadline, and registration does not settle a transport-damage dispute.

Plan your shipment

Request a shipping callback with the route, vehicle, condition, and preferred timing. This is an inquiry; it does not book transportation, take payment, establish registration eligibility, or confirm carrier acceptance.
