Shipping a Car to Texas: Registration and Inspection Checklist

The clear answer

Texas DMV tells new residents to register their vehicles within 30 days of moving to Texas. Most noncommercial vehicles no longer need a safety inspection, but applicable emissions testing remains. Your county and vehicle type determine which steps to complete before registration.

Separate safety inspections from emissions testing

Texas ended the safety-inspection requirement for most noncommercial vehicles on January 1, 2025. That change did not eliminate emissions requirements in designated counties, and commercial vehicles still have separate inspection obligations.

Ask about your actual county, fuel type, vehicle age, and registration class. An online statement that “Texas ended inspections” is too broad to plan a registration appointment safely.

Check the Bexar County transition

As of this guide's October 11, 2026 review, Bexar County's emissions program is scheduled to start November 1, 2026. The Texas DPS Bexar County guidance explains the change. If your vehicle arrives around that date, check which requirements apply when you register.

Do not rely on an old county list or assume a transport booking made before the start date exempts a later registration. Confirm vehicle-specific eligibility with the relevant office.

Build the county registration package

Follow Texas DMV's new-resident process and your county tax assessor-collector's instructions. Prepare ownership or registration evidence, identification, acceptable insurance, the application, and any required inspection or emissions record.

If a lender holds the title or the vehicle is leased, ask about the correct paperwork before requesting documents. Keep purchase and previous tax records available so the county can determine applicable fees and taxes; the transport price does not determine those charges.

Coordinate delivery with the remaining steps

Arrange a delivery location suitable for the car hauler, and establish how you will legally move the vehicle to any required testing or office appointment. Expired out-of-state registration should be resolved through the appropriate authority, not through an assumption that a bill of lading grants driving permission.

Inspect the vehicle at delivery and retain the condition report. Registration eligibility, insurance after unloading, and a cargo-damage claim are separate matters. A delay in one process should not cause you to miss the notice requirements in another.

Plan your shipment

Request a shipping callback with the route, vehicle, condition, and preferred timing. This is an inquiry; it does not book transportation, take payment, establish registration eligibility, or confirm carrier acceptance.
