Overseas Car Shipping: U.S. Export Documents and Port Planning
For overseas vehicle shipping, confirm destination import eligibility first, then the U.S. export documents, current CBP port procedure, carrier acceptance, and booking schedule. Used self-propelled vehicles have specific ownership-document and presentation requirements under 19 CFR Part 192. Do not apply foreign-export rules automatically to a mainland-to-Hawaii shipment or assume a vessel booking is customs clearance.
What should I confirm before sending a car to a port?
Identify the destination country, intended use, owner, vehicle age and type, title status, operating condition, and any modifications. Ask an appropriate destination authority or customs professional whether the vehicle can be imported and registered, what documents are needed, and which taxes or restrictions may apply.
A shipping quote answers a transport question, not the destination’s legal eligibility decision. Request overseas transport review with the country and vehicle details, and resolve eligibility before committing to port storage or nonrefundable services.
Which U.S. ownership documents may be required?
For used vehicles within its scope, 19 CFR 192.2 sets ownership-document requirements according to title status. A U.S.-titled vehicle generally requires the original or certified title and complete copies; other title situations have their own provisions. Confirm the exact requirement with the export port.
Check that names and vehicle identification agree across documents. A bill of sale is not automatically an acceptable replacement for a required title. If a document is missing, delayed, branded, or disputed, obtain the appropriate official guidance before scheduling export.
How does the 72-hour rule affect scheduling?
The regulation states that for covered exports by vessel or aircraft, the required documentation and vehicle must be presented to Customs at least 72 hours before export. Confirm the selected port’s current presentation method, office hours, cutoffs, and booking coordination; do not simply count backward from a sailing and assume all steps are complete.
Ask who handles each filing or presentation and what confirmation you will receive. Any applicable Automated Export System requirements are another item to clarify with the responsible export professional. A road carrier’s arrival at a terminal is not, by itself, proof that Customs presentation or export filing has been completed.
What if the car is leased, financed, or has a lien?
The export rules require additional written permission when a third-party ownership interest or recorded lien applies. Obtain the proper authorization and ownership documents through the lender or lessor before relying on the shipment schedule. The document must satisfy the applicable official requirements, not only the shipping company’s informal preference.
Read our leased and financed vehicle guide. Do not assume permission to move a car between U.S. states includes permission to export it. Receiving an authorization letter also does not remove destination-country restrictions.
Which road, terminal, and ocean costs should be separated?
Ask what the quote includes for mainland pickup, terminal handling, ocean carriage, destination handling, customs work, storage, and final delivery. Identify exclusions and the party collecting each charge. Confirm vehicle preparation and ocean acceptance before the road pickup, especially for an EV, damaged vehicle, or oversize unit.
Planning example: a buyer considers a shipment through a California port to a foreign country. Confirm that country’s acceptance and the chosen terminal’s instructions before arranging road transport from Arizona. This is a sequencing example, not a claim that a particular sailing, port, or vehicle is available.
Overseas shipping questions
Is Hawaii treated as a foreign export?
A mainland-to-Hawaii move is domestic ocean transport. Use the Hawaii-specific carrier and document checklist rather than assuming foreign-export rules apply.
Does Highroad’s quote form clear Customs?
No. It starts a shipment discussion; customs filings and approvals require separate confirmation.
Can every vehicle type be exported?
Request a review of vehicle, ownership, carrier acceptance, and destination eligibility. Do not assume universal acceptance.
